Neil's career spans 32 years with the Los Angeles Police Department and includes a variety
of assignments in various technical, supervisory and management positions. The first twelve years were spent in
technical positions that included repairing, modifying, designing, and fabricating police and specialty vehicles
and equipment. The following 12 years were dedicated to supervising various shops including mechanical and body
repair, vehicle production, and component rebuilding. The last eight years were spent in management positions
directing multiple shops and projects, which included appointment to the Directors position in 2000. Neil oversees
a large support division responsible for providing the safest and most advanced law enforcement fleet in a cost
competitive manner. This responsibility is met through evaluation; testing, budgeting and purchasing of vehicles
and related products, design and fabrication of specialized equipment, and providing all maintenance and repair
requirements to the Police fleet.
Neil attended Pierce College and Masters College, both in Los Angeles, majoring in Computer
Engineering with additional course work in Business Administration. He has instructed promotional seminars for civilian
employees and commercial driving classes for sworn officers and is qualified as an expert witness to testify and
represent the Department in vehicular manslaughter and fraud cases.
When Neil finds spare time, he enjoys travel, fine food, a good movie, and an occasional basketball game with his son.
